In Montenegro, women have never had equal conditions for realizing their human rights nor the opportunities to contribute to national, political, economic, social and cultural development, and consequently to benefit from those opportunities. Despite the fact that more and more women are highly qualified, and their participation in labor market is increasing, women are still largely outnumbered by men in positions of responsibility in politics and business, particularly at the top level.

Policy and legislative developments in the last few years have created a solid ground to address these problems. It is now important to ensure that these laws and policies are implemented. This will require not only political will, human and financial capacities and continuous monitoring, but also an institutional and cultural transformation process. That transformation process should include the elimination of gender bias in national development frameworks, as well as the incorporation of gender awareness into broader policies, programs and institutional reforms.

What is the programme about?

The programme aims to improve status of women in terms of their personal integrity, economic advancement and political representation. The specific objective of the programme is to strengthen capacities, improve mechanisms and advance policies. In addition, it aims to improve the conditions for the implementation of the National Action Plan for Gender Equality in three areas: violence against women and domestic violence; political and economic empowerment of women.

On a broader level, the Gender Programme actively contributes to on-going activities of the Government when it comes to fulfilling obligations towards EU in the accession process, such as support to drafting of the National Action Plan for Gender Equality 2013-2017, which is in full accordance with UN and EU principles and standards.

Within the programme, studies in relevant areas are conducted: analyses of current situation in respective fields, legal framework, institutional set up, main problems, public understanding of the issues, and provision of recommendations for future actions. The studies set the basis for achieving a sustainable and efficient system for protection of victims of domestic violence, enhanced political participation of women and implementation of specific measures for their economic empowerment. Capacity building programs are developed for professionals working in institutions dealing with family violence, for political parties and for women potential entrepreneurs, and also awareness raising campaign aimed at changing stereotypes and support to public understanding of the issues related to gender equality.

What have we accomplished so far?

Our main accomplishments so far can be summarized as follows:

1.       In the sphere of domestic violence we have supported implementation of the Law on Protection from Violence in Family, development of the Protocol for institutions that implement the Law, and establishment of multidisciplinary teams for fighting violence. To this end, we have organized educational programmes for 350 professionals in all 21 municipalities (from police and social centers to health institutions and NGOs), as well as 90 professionals from judiciary. We have also supported conceptualization of free SOS line for victims with the full national coverage and the data base for institutions that will allow systemic monitoring of cases of violence.  

2.       The programme for economic empowerment is utilizing the entrepreneurial potential of women, which results in boosting of local sustainable development. In four pilot municipalities - Cetinje, Kolašin, Mojkovac and Pljevlja – we have upgraded the entrepreneurial knowledge and skills of 150 women, out of which 54 women developed business plans, 34 business plans received some sort of support for realization, 18 women established Association of Entrepreneurs and 2 registered their own business.

3.       In the sphere of political participation, we advocate for upgrading the level of political participation of women and work on building capacities of political parties to introduce gender sensitive policing. As a result of joint efforts of the project and its partners, 30% of quota for women was introduced in the Election Law in 2011, and the Action plan for political empowerment of women has been developed, resulting with increased number of women in the Parliament from 11% in 2010 to 17% in 2012. Tailored training for women politicians are attached to the related institutional strengthening work, while advocacy work is based on researches and assessments of public perceptions and political party’s perceptions and expectations from women in political life. Finally, our awareness raising work addresses stereotypes in regard to political participation of women and promotes the political work of women. Currently all parliamentarian political parties and 167 female politicians benefited from the project.
