Regional support facility for greater Roma inclusion


This project establishes a regional support facility to provide national governments (central and local), civil society and other stakeholders with the operational support needed to build capacity for Roma inclusion in Western Balkans (Albania, Bosnia and Herzegovina, FYR Macedonia, Kosovo (as per UN Security Council resolution 1244 (1999)), Montenegro, Serbia.

The overall initiative will have three components: (a) Supporting national stakeholders in operationalizing the national Roma integration strategies, in order to strengthen their implementing infrastructure at central and local levels; (b) Supporting the establishment of monitoring and evaluation (M&E) frameworks, including data collection for results-oriented progress monitoring; and (c) Facilitating the exchange of experience, mutual learning from successes and failures, and mainstreaming working approaches to Roma inclusion at local level.

What is the project about?

Overall objectives:

 - To operationalize the National Roma Integration strategies (NRIS) to support the local communities in development and finalization of the Local Action Plans for inclusion of Roma population (and to integrate Local Action Plans with local social Inclusion plans/and Local Development Plans).

- To support inclusion of Roma by providing direct support in regulating their status in Montenegro and facilitation of access to basic social and employment services and support to better integration of  Roma population  in local communities.

What have we accomplished so far?

Call for Expression of Interest, inviting local civil society organizations, to participate in the project “Regional support facility for improving the capacity to make real progress on Roma inclusion”, had been published and grants awarded to four local NGOs: NGO Pravni Centar, NGO Mladi Romi, NGO Romski Krug and NGO Enfants.  The aim was to support the process of Roma inclusion, in three municipalities (Niksic, Berane, Pljevlja) through regulating their legal status in Montenegro (obtaining personal documentation), in order to be able to have easier access to basic social welfare services and social protection institutions. We have focused on three municipalities, among others, in order to complement the large regional programme on displaced population, (“Sarajevo process”), as municipalities of Niksic and Berane are supposed to be among the first to benefit from the Programme.
