Social Card – Social Welfare Information System in MontenegroNov 30, 2013
In order to get the staff of social welfare centers in Montenegro properly informed about the project Social Card – SWIS (Social Welfare Information System) and the on-going and forthcoming reform processes in social protection, the Ministry of Labour and Social Welfare of Montenegro, Branch Trade Union of Workers in Social Protection and UNDP Montenegro organized a conference for around a hundred participants - directors and expert employees of centers for social welfare.
Goran Kuševija, Director of Directoriate for Social Protection of MLSW, Rastislav Vrbensky, UN Resident Coordinator and UNDP Resident Representative and Ivan Mitrović, President of the branch Trade Union opened the Conference. Participants were also greeted by the host - Sreten Mrvaljević, Director of the “Lovćen - Bečići” institution.
The ultimate goal of the overall reform and the project Social Card – SWIS is to improve the system for the purpose of a quality social protection, as well as to enforce the social protection reform in social welfare centers which are at the core of the social protection system. The work of social welfare centers should be modernized and improved through a specifically tailored information system. However, the information system itself cannot solve all problems. Simultaneously and compatibly with the introduction of the information system, the project also works on the upgrading of institutional, organizational and expert, human resources capacities of social welfare centers.
Participants in the conference concluded that the project implementation is extremely demanding and complex. For the time being, due to the full commitment of Government’s line entities and the project team, the project is being implemented in a satisfactory manner and in accordance with the planned dynamics. On the other hand, in order to make this key reform project full success, the endeavors should be doubled up. It is necessary that the managers and employees of social welfare centers endorse changes and give their own contribution to the Social Card – SWIS project’s full operability and sustainability. That is the only way to ensure quality social protection for those who are in need for social protection.
