Strengthening capacities of the City District Golubovci

Summary:

According to the Law on Capital City, the township (City District) of Golubovci is established as a unit of local self-government within the Capital Podgorica, to: a) ensure better conditions for efficient and effective community level performance; and to b) enable improved citizens participation at the level of the Capital City.

The new organizational setup of the former municipality Podgorica aims at decentralization of powers of the local self-governments, improved citizens participation, enhanced efficiency of financial management and better-quality provision of social, health, education and other services that support community life and respond to beneficiaries’ needs. UNDP and City District Golubovci joined the forces with an aim to develop local capacities for adequate provision of public services to the citizens and further overall social and economic development.

Objectives:

The overall project objective is to support inclusive socio-economic development of City District Golubovci by creating enabling environment and infrastructural conditions that could meet needs of all the citizens. Strengthened institutional mechanisms and capacities of public services providers would set conditions for access to adequate, comprehensive and sustainable services of all the citizens, equally in urban and rural areas.

Activities:

Component 1: Development and improvement of the capacities for adequate provision of public services to the citizens (e.g. social, health, education), will be addressed through:

Ø  Developing new or improve the existing capacities for a high-quality provision of services and enhancing coverage of citizens with public services;

Ø  Improving local level capacities to plan, manage development and provide public services.

Component 2: Improvement of the local infrastructure (e.g. roads and utilities) and public spaces to enhance economic and social life of the community, will be addressed by:

Ø  Developing new and improving the existing public spaces in the City District Golubovci, among other things, through construction, reconstruction and revitalization of roads, utilities, cultural, educational and sports sites and facilities. 

Expected results:

·         Developed new or improved the existing capacities for a higher-quality provision and enhancing coverage of citizens with public services.

·         Strengthened professional capacities of the local self-government and other public services providers for planning, development management and provision of public services

·         Developed new and improved the existing local infrastructure and public spaces in the City District Golubovci, through construction, reconstruction, adaptation, refurbishment and equipping projects.

So far, works on construction and equipping of the Day Care Centre for Children and Persons with Disabilities in City District Golubovci with the capacity of hosting 30 beneficiaries has started, with completion of works expected in May 2019.
