Public administration reform: Optimization at the local level


The EU funded project “Support to the creation of a more transparent, efficient and service-oriented public administration” will support the implementation of the Public Administration Optimisation Plan 2018 - 2020 at the local level in Montenegro. The optimization of human resources reflects the need to better respond to the needs of citizens and business, to reduce financial burdens on local self-governments, and to unleash more financial resources for economic growth and competitiveness.


The optimization objective is to improve competitiveness of local self-government units, to become effective, accountable and inclusive institutions, focused on sustainable development. At the same time, municipalities need to build strong, close and transparent cooperation with civic community in line with European integration needs. The project supports the implementation of the Public Administration Reform Strategy 2016-2020, specifically contributing to the strategy objectives related to the civil service system and human resources management.


The project will be focused on the optimization of human resources, local self-government budget constraints and efficient, citizen-centred service delivery. The action will support the development and implementation of the Optimization plan at local level and related legal framework adjustments. In addition, it will provide capacity building, in view of the optimization of the number of public employees. Through strengthening relationship with municipalities and state local enterprises, project will support creation of local acts, implementation of relevant laws and recommendations for the establishment of inter-municipal cooperation. Internal coordination capacities of the Ministry of Public Administration will be in direct collaboration with responsible authorities on local level, which will contribute to the effective realization of project activities and creation of transparent and effective administration.

Expected results:

The number of employees in the public administration at the local level is optimized in line with the efficient service delivery requirements, European accession process and state budget constraints. In order to reach the targets indicated in the PAR Strategy and Sector Budget Support “EU Support to Public Administration Reform in Montenegro”, this project will contribute to the optimization through the development and implementation of the Optimization plan and ensuring complementary capacity building of the Ministry of Public Administration.
